Educational Regulations of the Persian Language Teaching Administration

According to the Administration's charter, applicants seeking to study in various academic fields must first successfully complete the Persian language courses at the Administration and obtain the required certificate.

Note: Applicants wishing to enroll in foreign language majors (English, French, Russian, and Arabic) are not exempt from this requirement, with the difference that they may continue their language learning classes concurrently with their specialized courses. Their educational program duration is 3 months.

1. Admission and Placement

1.1. Admission of Persian language learners to the Administration is conducted solely through official correspondence with the "International Students Office of the University."

Note: The presence of Persian language learners at the Administration is solely for the purpose of learning the Persian language, and the Administration assumes no responsibility for other matters concerning the learners.

1.2. Learners who request enrollment in higher levels of Persian will first be given a placement test. Therefore, individuals requesting placement testing must inform the registration officer.

1.3. After placement, the amount of tuition fee to be paid by each learner will be communicated to them.

Note: Upon the learner's agreement, their educational courses will commence after placement, in accordance with the Administration's educational courses schedule (at the three standard levels or specialized courses).

2. Educational Courses

2.1. The Administration's classes will be held if the minimum number of students is reached; however, in order to provide Persian language learning opportunities for students at any possible time and according to their interest, the Administration will offer customized programs in accordance with Table No. 2.7.

Note: Students who register with the Administration for the purpose of continuing their studies at Ferdowsi University of Mashhad or other universities in the country must begin their Persian language course by the 1st of Esfand (late February) of the preceding year for admission in the Mehr (September/October) semester, and by the 1st of Ordibehesht (mid-April) of the same year for admission in the Bahman (January/February) semester.

2.2. To begin any educational course, students must complete the legal residency procedures through an introduction letter from the University's International Students Office in order to register for that course. Those who wish to continue their course must visit the Consular Affairs Office of the International Students Administration two weeks before the expiration of their visa in order to extend it.

2.3 Refund Policy After Registration

In case a Persian language learner withdraws after registration, the refund will be processed as follows:

  1. After registration and non-attendance in class: 20% of the tuition fee will be deducted.

Withdrawal after attending classes for up to two weeks: 25% of the tuition fee will be deducted.

Withdrawal after attending classes for up to one and a half months: 50% of the tuition fee will be deducted.

Withdrawal after attending classes for up to three months: 75% of the tuition fee will be deducted.

Withdrawal after attending classes for more than three months: 100% of the tuition fee will be deducted (no refund).

If a learner registers but does not attend class, and then reappears after 3 months or more, 30% of the total course tuition will be deducted.

 2.4 The refund policy for the Persian language course does not apply to applicants of online or virtual courses.

3. Attendance, Absence, and Tardiness

3.1 Attendance of Persian language learners in all classes, according to the provided schedule, is mandatory.

3.2 Learners may use leave of absence during the course up to the following limits; however, before taking leave, they must obtain and complete a leave request form from the center's office:

  1. Main textbook course (16 sessions): Up to 3 sessions of leave.

8-session skill courses: Up to 2 sessions of leave.

4-session skill courses: No absence is permitted.

Note: Visa extension and medical certificates are not included in the above allowances.

3.3 Tardiness of learners is calculated as follows:

Four instances of tardiness of less than 15 minutes equal one absence.

Two instances of tardiness of between 15 and 30 minutes equal one absence.

Tardiness of more than half an hour equals one absence.

Note: For each unauthorized absence (without approved leave), one exam point will be deducted.

3.4 Absence exceeding the permitted limit will result in disqualification from the final exam, and the learner must re-register for the relevant course and repeat it.

3.5 A learner's absence from an exam session will result in a grade of zero for that course. The learner is obligated to either repeat the course or pay the fee to take a placement test.

3.6 In private or extra classes, leave is only possible after submitting the instructor's approval. In case of unauthorized absence, if the learner wishes, private classes can be arranged to compensate for the missed hours, subject to payment of tuition by the learner and continuation of the course under the supervision of the center's Education Department.

4. Examination Participation

4.1 The examination schedule will be communicated to the learners at the beginning of each course.

4.2 If learners are unable to participate in the end-of-course examinations for any reason, the center will not be responsible for arranging a make-up exam.

Note: Permission to take a make-up exam with another group may be granted with the approval of the Administration Head, subject to a deduction of 5 points from the final score.

4.3 The minimum passing score is 70 out of 100. The 100-point total consists of:

50 points for class activities,

30 points for a written exam or direct skill assessment, and

20 points for an oral exam or a course-specific assessment.

In case of failing the exams, the learner must pay the fee for the repeated course or subject according to the center's approved fee structure.

5. Comprehensive Examination

The evaluation method for the comprehensive examination is as follows:

  1. The comprehensive exam is scored out of 100.

The passing score for the exam is 60 out of 100 for undergraduate and master's students, and 70 out of 100 for doctoral students.

6. Certificate Issuance

6.1 Following the administration of the end-of-phase examinations or the comprehensive exam, the relevant certificate will be issued for each Persian language learner who has achieved a passing score.

7. Tuition Fees

7.1 The tuition fee is the Rial equivalent of 750 USD at the official government exchange rate for a six-month Persian language course.

Explanation: The aforementioned amount applies to classes with a minimum capacity of 6 students.

7.2 The fee collected from learners is solely for class participation and does not include other costs.

7.3 The fee for the placement test is 1,500,000 Rials.

7.4 The fee for translating the Comprehensive Exam certificate into languages other than Persian is 500,000 Rials per certificate.

Private Classes for Persian Language Learners refer to classes formed upon the suggestion of the course instructor or the learner themselves to the Education Administration, with the purpose of addressing the learner's weaknesses in understanding course materials or skills. The schedule, location, instructor, and cost for this type of class are determined by the Education Administration.
